Guess Which Path California Took

The California Water Plan, a 1957 state planning document, said, “Today, the future agricultural, urban and industrial growth of California hinges on a highly important decision, which is well within the power of the people to make. We can move forward with a thriving economy by pursuing a vigorous and progressive water development and planning construction program; or we can allow our economy to stagnate, perhaps even retrogress by adopting a complacent attitude….”
The above statement, from the California Water Plan, was the state's philosophy into the 1970's. But, then we did adopt the complacent attitude we were warned against. The complacent attitude wasn't by accident, however. It was very much intentional. For environmentalists, their fear was that "we had built it and they had come." The new thinking was "if we don't build it, they won't come." So, they stopped.
When you hear all the stories about businesses leaving California, know that environmentalists are celebrating. It's just what they wanted. Not only do they not want anyone to come to California, but all the better if people who are here decide to leave.
