Here is where much of the state's surface water is stored. The dog days of summer are behind us, yet these reservoirs are at between 110\% and 156\% of average. When you are a good water steward by purchasing low-flush toilets, low-flow faucets, and saving water by investing in things like drought-scapes for your yard, the water your service provider doesn't sell you, sits behind dams like you see here. Soon, flood releases will be made to the ocean to make room for the new rain and snow season. Since your water supplier could not sell you the water that was available, they could not cover their fixed and maintenance costs. Your water rates have now gone up at least once. Recap: You "taxed" yourself making water-saving purchases and ripping out your yard. You will now pay more for water each month. No water was actually saved.
