Nothing comes close to providing the flood protection of a dam! Conservation, water recycling, and desalination do not offer a safety barrier between us and storm water from the increasing frequency of atmospheric rivers. Stored water also allows us to put water into the ground in the off-season, after the earth has dried out from the rain. Surface water is cheap too! Storing water costs an average of $600 per acre-foot (325,851 gallons). The cost for recycling water...
