Prior to the enactment of legislation which has given us this groundwater regulation, only one basin in California in the last 150 years was embroiled in so much conflict that it became necessary for the courts to intervene.
That basin is the one directly below downtown Los Angeles.
For close to one hundred years now, courts have determined who gets how much water and when in the Los Angeles basin.
NO other water basin in the entire state of California has had such conflict, but Democrats in Sacramento decided enough was enough and it's time for Sacramento to control all the groundwater.
Why is no one suing for their loss of a property right by fiat political action? Especially, when there has never been enough conflict over groundwater to involve the courts?
