Put a Bullet in It!
"Why did the Authority move forward with construction when they well knew the design/build plan wasn’t developed to a satisfactory level?

We have been longtime critics of California's attempt at High-Speed Rail. We have nothing against high-speed rail as a transportation choice, but have a lot against what is simply just a bad overall deal. It has been one long series of bad events and stories from day one. The current plan offers little resemblance to the original, and neither does the current price.
The Hamilton Report below (CA High-Speed Rail Audit: Next Chapter or End of the Story?) gives us a good explanation of where we are after the latest audit including asking some key questions like "Why did the Authority move forward with construction when they well knew the design/build plan wasn’t developed to a satisfactory level, when they did not have the land purchased needed to start the construction, when they did not have the utility relocation agreements settled to give sound cost estimates? Apparently, there were two reasons."
The answers are in the report. If you happen to be someone who's lost track of this long and bewildering tale of incompetence you'll be able to catch up with this read.
